Immigration Enforcement Competent Authority; Briefing by the Taskforce on Survivors of Trafficking in Immigration Detention

On the 8th of November 2021 the Home Office created a new decision-making body (Competent Authority) for the stated purpose of identifying victims of modern slavery. However, the priorities of this decision-making body are clear from its title, the Immigration Enforcement Competent Authority (IECA). The creation of the IECA marked a regressive step back to a two-tier system, as we saw with the two-designated Competent Authorities when the NRM was first set up in 2009. This briefing documents the context of the IECA, the differences in decision making between the two National Referral Mechanism decision making bodies and the implications of this for survivors of trafficking in immigration detention.
