Illegal Migration Bill – Committee Stage Amendments Briefing

May 2023

The Illegal Migration Bill will be deeply damaging with wide ranging impact including for survivors of modern slavery and trafficking.

This Committee Stage Briefing lays out tabled Amendments which aim to highlight four important areas of focus for the UK;

  • Access to protection and support for victims of trafficking
  • International Compliance with the UK’s international obligations under the European Convention on Human Rights (ECHR), the Anti-trafficking Directive and the Council of Europe Convention for Action Against Trafficking in Human Beings (ECAT).
  • The creation of secure reporting pathways to encourage the reporting of crimes including trafficking, ensuring that perpetrators can’t act with autonomy.
  • Access to early legal aid, to inform consent, facilitate access to justice and to support disclosure.

These amendments have been tabled by Lord Croaker and Lord Alton which have been informed by advice from Focus on Labour Exploitation (FLEX), Hope for Justice, Helen Bamber Foundation and the Anti Trafficking and Exploitation Unit (ATLEU) .
