Border Security, Asylum and Immigration Bill: House of Lords Committee Stage Briefing – Secure Reporting

June 2025

As Parliament considers its immigration policy in the context of the Border Security, Asylum & Immigration Bill, it is essential to consider how to counteract the risks of exploitation and abuse present in our migration system.

As one method to tackle exploitation in the workplace, the Government committed to establishing the ambitious Fair Work Agency through their plan to “Make Work Pay”. The Fair Work Agency plans to bring together existing state enforcement functions and act as a “single place where workers and employers can turn for help.” How the Fair Work Agency will interact with immigration policy will be integral to its success. For the Fair Work Agency to work effectively, workers need to be able to report abuse and exploitation without fear. Trust is an essential part of this.

This briefing for Peers details what secure reporting is, why it is so essential and the amendment that could strengthen this vital trust required to stamp out exploitation.
